Salesforce partner funding is not an MDF program you can read about on salesforce.com. The public "Marketing Development Funds" page explains MDF for companies that run their own channel programs, often with Salesforce PRM. For consulting partners, FY27 money flows through the Consulting Partner Program: lifecycle incentives named in the official brochure, plus a Partner Fund that secondary coverage says doubled and that you must confirm in the Partner Community.
Checked September 2026. Partner programs change often. Confirm every fund name, tier benefit, eligibility rule and deadline in the Salesforce Partner Community and with your partner account manager before you commit budget.
This guide is for Salesforce and MuleSoft consulting partners who want partner funds to pay for pipeline. For the cross-vendor view, see our partner MDF guide.
The MDF page trap: Salesforce PRM is not partner funding
Search "Salesforce MDF" and a Salesforce page titled Marketing Development Funds (MDFs): How They Work, Benefits, and Examples shows up. It defines MDF as budgets that brands set aside to support their channel partners' marketing, and it sits in Salesforce's partner relationship management (PRM) section, which sells software for running that kind of program.
In plain terms, that page is written for a manufacturer or software company funding its own resellers. It does not describe money Salesforce gives to Salesforce partners. If an internal plan cites it as proof that "Salesforce MDF" exists for your firm, fix the plan.
The funding questions that matter for you live in the Partner Community. According to MuleSoft's partner resources page, consulting partners reach it at partners.salesforce.com with a Trailblazer login.
What changed in the FY27 Consulting Partner Program
The official FY27 brochure is short and specific. Here is what it says, and what secondary sources add.
| Change | Detail | Confidence |
|---|---|---|
| Tiers | Four tiers become two: Summit (top-tier partners aligned to strategic growth) and Select (proven delivery partners meeting clear performance standards) | Official (brochure) |
| Old tier names | Base, Ridge, Crest and Summit, per Futurum. Digital Applied lists different old and new names, which conflicts with the brochure | Secondary, conflicting |
| Competencies | 28 outcome-based Competencies replace 170 Navigator distinctions. Each is measured by certifications, completed projects and CSAT, with Accredited and Expert levels | Official (brochure) |
| Competency thresholds | Accredited: 4 certifications, 2 projects, 4.0+ CSAT. Expert: 30 certifications, 15 projects, 4.4+ CSAT, per Noltic | Secondary |
| Incentives | Partner-Sourced Leads (reward pipeline creation), SIP or Sales Investing in Partners (support pre-sales investment), Catalyst (reward post-sale activation and consumption) | Official (brochure) |
| Partner Fund | Doubled for FY27, per Futurum. Not mentioned in the brochure | Secondary |
| Lead payouts | Lead payout caps quintupled in some markets, per Futurum | Secondary |
| Tooling | Real-time dashboards and bulk project uploads (brochure). Futurum reports a 15 April 2026 launch | Official; date Secondary |
The brochure also says partner-led engagements increase ACV "to nearly double when incentives are involved". That is Salesforce's own claim, not an independent benchmark. It still tells you where Salesforce wants partner effort: sourced pipeline and incentive-backed deals.
Partner Fund, Partner Marketing Center and GTM resources
Three things get mixed up in planning meetings. Separate them first.
- Partner Fund. Reported as doubled for FY27 by Futurum. We could not verify on any official public page who qualifies, how it is requested, what it pays for or how claims work. Those details must be confirmed in the Partner Community with your partner account manager.
- Partner Marketing Center. You may hear this name for a hub of ready-made partner campaigns. None of the public sources we opened for this guide confirm its name, contents or access rules, so treat it as unverified until you see it in the Partner Community.
- Partner GTM Resources. MuleSoft's partner page describes this as a managed package, installed in your Sales Cloud instance by an admin, that gives partners pre-built, co-brandable marketing content, including MuleSoft content. Confirm it is still the current tool.
Where MuleSoft fits
MuleSoft's partner resources page says the PartnerMax site was retired on 7 August 2023, with content migrated to Salesforce properties, to simplify the experience through the Salesforce Partner Program. Consulting partners and resellers use partners.salesforce.com.
The same page says MuleSoft ISV and technology partners had not yet transitioned. So a MuleSoft consulting partner plans funding inside the Salesforce program, while an ISV partner should check its own route. For integration-led pipeline plays, see MuleSoft consulting lead generation and lead generation for MuleSoft partners.
Who is eligible
No public source we opened sets eligibility rules for Salesforce partner marketing funds. The brochure promises expanded benefits for both tiers, but it does not tie any fund to a tier. Ask your partner account manager these questions and keep the answers in writing:
- Is the Partner Fund available to our tier (Select or Summit) and region this fiscal year?
- Is it requested per campaign, per quarter or through an annual business plan?
- Which activities qualify, and is there a cost share?
- Does holding a Competency, or Accredited versus Expert status, affect access?
- How do Partner-Sourced Leads and SIP apply to pipeline created by a funded campaign?
- What proof is required, and what is the claim deadline?
How to request funding, step by step
- Confirm the fund exists for you. Get the Partner Fund rules in writing from your partner account manager or the Partner Community.
- Anchor on a Competency. Pick a campaign in an area where you hold, or are close to, a Competency. The brochure says customers now evaluate partners on specialization and proven delivery.
- Build the account list with your Salesforce account executives. Shared accounts make approval and co-selling easier. Use our partner account lists method.
- Design for registrable pipeline. The Partner-Sourced Leads incentive rewards pipeline creation, so decide up front how each qualified lead gets registered.
- Submit the proposal in the format the Partner Community specifies.
- Wait for written approval before committing spend.
- Run, collect proof, claim and report pipeline by account.
Which activities typically qualify
Salesforce does not publish a public eligible-activity list for partner funds. These are activities that usually fit partner funding programs, with a Salesforce angle and the proof each needs. Confirm every row before you plan.
| Activity | Salesforce-specific angle | Proof you will need |
|---|---|---|
| Webinar | Customer story on an Agentforce or Data 360 rollout | Registration and attendee lists, recording |
| ABM to shared accounts | Accounts your Salesforce account executive is already working | Account list, engagement by account |
| Executive roundtable or event | Cloud migrations such as CPQ to Revenue Cloud | Agenda, sign-in sheet, invoices |
| Content syndication | Guides on AI governance and org readiness | Lead file, filter criteria, invoice |
| Outbound | Integration and MuleSoft plays to existing Salesforce customers | Sequence copy, send logs, meetings booked |

No public Salesforce source sets partner fund deadlines. The timing column is our suggested planning buffer, not a vendor rule.
| Stage | What happens | Owner | Suggested buffer (confirm real deadline) |
|---|---|---|---|
| Confirm | Fund rules and eligibility confirmed with partner account manager | Alliance lead | 8 weeks before launch |
| Plan | Accounts agreed with Salesforce AEs, activity chosen | Partner marketing and sales | 6-8 weeks before launch |

| Report | Pipeline by account to partner account manager | Partner sales lead | 30, 60 and 90 days after |
Worked example
Illustrative example: all numbers are hypothetical. They show planning logic, not Salesforce fund amounts or benchmarks.
A Select-tier consulting partner holds an Accredited Competency relevant to quote-to-cash work. It wants to run a CPQ to Revenue Cloud campaign for 80 accounts that its Salesforce account executives already cover.
- The alliance lead confirms with the partner account manager that the Partner Fund is open to Select partners in its region, and gets the activity list and claim deadline in writing.
- The campaign: two executive roundtables for revenue operations leaders, promoted through account-based ads and outbound to 240 contacts (three per account), plus a recorded webinar for accounts that cannot attend.
- Hypothetical targets: 24 roundtable attendees, 10 meetings held, 5 opportunities in 90 days. Each qualified lead is registered under the Partner-Sourced Leads rules the partner account manager confirmed.
- Proof folder built from day one: approval, venue and agency invoices, payment proof, sign-in sheets, recording, engagement by account, lead registrations.
- Claim filed inside the confirmed window. Pipeline shared with the AEs and partner account manager at 30, 60 and 90 days.
The design choice that matters: accounts were agreed with Salesforce sellers before launch, so the pipeline story is shared, not disputed.
Common rejection reasons
- Citing the wrong program. Planning around the public PRM "MDF" page instead of Partner Community rules.
- Spend before approval. Invoices dated before written approval.
- Tier or eligibility mismatch. Assuming a benefit applies to your tier without checking.
- Unregistered leads. Pipeline created but never registered, so it cannot be credited.
- Scope changes without amendment. New dates, vendor or format.
- Thin proof. No attendee list, no dated screenshots, invoices that do not name the activity.
- Brand misuse. Salesforce marks used outside partner guidelines.
- Late claims. Filed after the deadline.
How an agency fits
Funding covers activity. Pipeline still needs an account list, messaging per buying group, follow-up that books meetings and a proof file that survives review. An agency that knows the Salesforce ecosystem can package all of that into the shape your approval requires.

What to do this week
- Remove any reference to the public PRM "MDF" page from your funding plan.
- Send the six eligibility questions to your partner account manager.
- Agree a shared account list with two or three Salesforce account executives.
- Draft one proposal with the template for one Competency-backed campaign.
- If you also partner with other vendors, compare rules in our ServiceNow MDF guide and SAP development funds guide.
