If you sell B2B from Dubai, or into the UAE and the wider GCC, you have more lead generation vendors to choose from than ever. Many are general digital shops that added "lead gen" to a services menu. A smaller group runs outbound, appointment setting, account-based programs and demand generation as the core of the business.
This list is for founders, CROs and marketing heads who need qualified sales conversations, not just form fills. For each firm you get what it does, who it suits and where it is based, checked against its own website. After the list you will find a comparison table, selection criteria, first-call questions and red flags.
Disclosure: this list is published by Lemniscate Growth, which is included.
Last checked: September 2026.
How we chose
We used directories and search results only to find candidates, then checked every firm on its own website. No firm paid to be included, and inclusion is based on public information on each firm's own website.
- Verified operating website: the site loads and shows 2025 or 2026 activity, such as a current copyright line or dated posts.
- Stated Dubai presence: a headquarters, office address or company registration in Dubai named on the firm's own site.
- Lead generation as a core service: outbound, appointment setting, ABM, demand generation or managed lead programs, not only branding or social media.
- B2B relevance: service pages that speak to business buyers, sales teams and pipeline.
- Clarity about process: the site explains which channels are used, how programs run or how leads are qualified.
We favored firms that run lead generation and outbound as their core work. If your main goal is visibility in AI search answers, that is a different buying decision with a different shortlist.

How to choose a B2B lead generation company in Dubai
1. Decide where your buyers are
Dubai firms often generate pipeline in the US and Europe as much as in the GCC. An agency that books meetings with US IT directors may have little experience reaching procurement heads at Gulf enterprises, and the reverse is also true. Ask for examples in your target region, not just your industry.
2. Match the motion to deal size
High-volume cold calling suits short sales cycles and smaller contracts. Six- and seven-figure deals usually need account-based work: a defined account list, multi-threading into the buying committee, and content or events that give sales a reason to call.
3. Connect outreach to relationships and events
In the Gulf, a lot of enterprise business still moves through relationships, referrals and in-person meetings. Good programs connect outbound to events such as GITEX Global and sector shows, and to executive visibility on LinkedIn, instead of treating each channel separately.
4. Check languages and channels
English works for most B2B outreach in the UAE, but Arabic matters for some government-linked and family-owned groups. WhatsApp is widely used for business follow-up in the region. Ask how the agency handles both, and who writes and reviews the Arabic copy.
5. Ask about data and compliance
The UAE has a federal personal data protection law, and outreach into Europe brings GDPR into scope. You want a vendor that can explain where contact data comes from, how opt-outs are honored and how sending domains are protected.
6. Agree on what counts as qualified
Write down the definition of a qualified meeting before signing: title, company size, region, stated need, and whether a no-show counts. Then agree to report on meetings held, opportunities created and pipeline value, not on emails sent.
7. Confirm who owns the assets
Domains, inboxes, contact lists, sequences and CRM records should belong to you. If the relationship ends, you should keep the infrastructure and the data you paid to build.
Questions to ask on the first call
- Which of your current clients sell into the same region and buyer level as we do?
- How do you define a qualified meeting, and what happens when a meeting does not show or does not fit?
- Who writes the messaging, and how much testing happens in the first 60 days?
- Where does your contact data come from, and how do you handle opt-outs under UAE rules and GDPR?
- Do you run outreach in Arabic, and who reviews it?
- Which channels will you use for our accounts: email, phone, LinkedIn, WhatsApp, events?
- What does weekly reporting include, and does it show opportunities and pipeline value, not just activity?
- Who owns the domains, inboxes, lists and CRM data if we part ways?
- How do you hand meetings to our sales team, and what context comes with each one?
Red flags
- Guaranteed meeting counts before anyone has looked at your ICP, offer or deal size.
- Vague answers about data sources, or plans to blast purchased lists from your main domain.
- Reporting that stops at opens, replies and "leads" with no link to opportunities or revenue.
- One template sequence used for the GCC, Europe and the US.
- Long lock-in contracts with no performance review points.
- The agency keeps the domains, inboxes or contact data.
- No senior person on your account once the sales call is over.
Next step: get a pipeline audit
If you are comparing lead generation partners in Dubai, start by getting clear on where your pipeline leaks today: targeting, messaging, channel mix or handoff to sales. That makes every agency conversation sharper.
Lemniscate Growth offers a free pipeline audit that reviews your current funnel and outbound motion and points to the highest-value fixes, whether or not you end up working with us.
