Toronto has a large B2B technology, financial services and professional services community, and many GTA companies sell into the US as much as into Canada. That creates two lead generation questions most US-focused lists skip: how to run compliant outbound under Canada's Anti-Spam Legislation (CASL), and how to run one pipeline program across two sets of email rules.
This list is for founders, sales leaders and marketers comparing lead generation partners with a real Toronto or GTA presence. It mixes outbound and appointment-setting specialists with search, ABM, marketing operations and growth marketing firms, because in practice B2B lead generation rarely comes from a single channel.
Disclosure: this list is published by Lemniscate Growth, which is included.
Last checked: September 2026.
How we chose
We reviewed each firm's own website in September 2026. No firm paid to be included, and inclusion is based on public information on each firm's own website. We did not use ratings, review counts, awards or client names as criteria, and we do not repeat them here.
- Operating website with 2025-2026 activity: dated posts, recent site updates or a current copyright line.
- Stated Toronto or GTA presence: a headquarters or office in Toronto or the Greater Toronto Area, listed on the firm's own site.
- Lead generation relevance: outbound, appointment setting, LinkedIn, paid and search programs, ABM, or the marketing operations that make leads usable.
- Specialization evidence: industries, buyer types or platforms named on the firm's own pages.
- Clarity about approach: service pages specific enough that you can test them on a first call.

How to choose a B2B lead generation company in Toronto
Get CASL right before the first email
CASL generally requires express or implied consent before you send a commercial electronic message, plus clear sender identification and a working unsubscribe mechanism, with unsubscribe requests honored within 10 business days. Implied consent covers narrower situations, such as an existing business relationship, or a business address that has been conspicuously published without a no-solicitation statement when your message is relevant to the recipient's role. Ask any outbound partner how it records the consent basis for each contact, and get your own legal advice.
Plan for two rulebooks if you sell into the US
US commercial email rules under CAN-SPAM are opt-out based, while CASL is generally consent-based. If your lists mix Canadian and US contacts, your partner needs rules by recipient location rather than one sequence for everyone.
Decide between outbound, inbound or both
Outbound suits a well-defined market with valuable deals and a need for meetings soon. Search, LinkedIn and content compound over time and suit buyers who research first. Pick a partner whose core strength matches the gap you need to close first.
Check data sources and list hygiene
Ask where contact data comes from, how often it is verified, and how bounced or unsubscribed contacts are suppressed across every tool. Poor data hurts deliverability and compliance at the same time.
Protect your domains and your brand
Outbound partners often send from secondary domains. Ask who owns those domains and mailboxes, how sending volumes are managed, and what happens to them when the contract ends.
Agree on what a qualified meeting is
Define ICP fit, seniority and what must happen on the call before a meeting counts. Any meeting-based model is only as good as that definition, and it should be written into the agreement.
Plan for French-language buyers if you target Quebec
If Quebec is part of your market, budget for French-language messaging and assets from the start instead of translating English sequences at the last minute.
Questions to ask on the first call
- How do you establish and record CASL consent for Canadian contacts?
- How do you treat US and Canadian contacts differently in the same campaign?
- Where does your contact data come from, and how is it verified and suppressed?
- Who owns the sending domains, mailboxes, lists and content after the engagement?
- What counts as a qualified meeting, and what happens when one does not meet that bar?
- Which channels will you run for us: email, LinkedIn, phone, paid or search?
- How will results appear in our CRM, and who updates opportunity stages?
- What do you need from our sales team in the first 30 days?
Red flags
- "CASL does not apply to B2B." There is no general exemption for cold commercial email to business contacts.
- Purchased lists with no provenance or no record of how contacts were sourced.
- High-volume sending from your primary domain with no plan to protect deliverability.
- Meeting counts with no quality definition or no way to dispute unqualified meetings.
- Results that live only in the vendor's dashboard instead of your CRM.
- Identical sequences for every prospect, regardless of role, industry or country.
- Long contracts with no ramp review after the first 60 to 90 days.
Next step
Before you talk to vendors, write down your ICP, your average deal size, how many meetings your sales team can actually handle, and your consent position for Canadian contacts. Every proposal becomes easier to compare once those four things are fixed.
