Privacy and outreach
The Texas Data Privacy and Security Act (in force since July 1, 2024) has no revenue or volume threshold but, like other non-California state privacy laws, does not reach B2B contact data. The bigger outbound factor is SB 140 (effective September 1, 2025), which brought text and image messages within Texas's telephone-solicitation rules and made telemarketing violations actionable under the Texas DTPA, so SMS steps in Texas sequences need consent and legal review alongside CAN-SPAM and the TCPA.

With most local Fortune 500 headquarters in energy, pipeline programmes should speak operations, safety and asset-performance language, and account maps should follow the Energy Corridor, Downtown and the north Houston/Spring campuses. Chevron is moving corporate functions to Houston over roughly five years from 2024, so stakeholder maps there will keep shifting.

What rules apply to ABM outreach to Houston accounts?
Account research, intent data and ad targeting are rarely restricted, because Texas's privacy statute does not cover people in their business roles. Direct channels carry the rules: CAN-SPAM for email, the TCPA and do-not-call lists for phone, and SB 140 for text messages, which since September 1, 2025 fall under Texas telephone-solicitation law.
